For those of you using PECL as part of your image build pipeline. I'm seeing timeout issues downloading packages. PECL has been deprecated in favor of PIE. I'd recommend switching to PIE if your build relies on PECL. You don't want to run into this as you rush to update your images.

Fastly has the Fast Forward program. Seeing as your app is non-profit, perhaps their program could cover part of your infrastructure needs?
