I signed up for it for my P.O. Box a few months ago. It had those credit history style questions such as have you owned property in such and such a county or what month did you make this purchase. But none were relevant to me or my business so I had to verify in person.
The in person verification consisted of showing them my id.

I'm not sure where the unique SKU idea comes from. They've always had some chips that are retail packaged and others that are only available in trays for OEMs.
An example would be water heater must be installed with clearance meeting standards as specified in NFPA 3.1.6 (made up number). You still have to get the documentation from the private group.
It is much easier to get access to those now, I did have to register an account and I believe I was limited on the number of codes I could view, but I only needed to view one so it was a non-issue.
As another poster mentioned, Canon makes similar scanners that support TWAIN priced in the ballpark of the Scansnaps. I bought a ScanSnap a few years ago and had to immediately return it as I needed TWAIN. The Canon Scantini has held up well.
I copied the first part from a domain joined PC before a later update caused them to receive the upgrade prompt as well. It's kind of belt and suspenders so it doesn't harm but may not actually be needed.
