No it's not because it is using an intermediate layer to connect Javascript with APIs it doesn't normally have access to.
Apple is practically killing all tools that would make cross-platform development bearable.

I haven't used PhoneGap, but I thought that it was just a UIWebView and Objective C? In which case, it would still be allowed.
