When it came out it had quite a good rendering engine compared to most (all?) competitors. The problem arose from Microsoft disbanding the IE team and not releasing a new version for so many years. It fell behind from age.

Microsoft wanted ppl to develop Win32/.NET apps, not Web stuff. So no reason to improve IE 6.
