Not familiar with the area, the OP says 'might', not 'will', if the fire doesn't pass through then you've got a lot of empty houses and emergency services with attention diverted elsewhere. If looters aren't near and ready to take advantage should the fire miss certain areas I'd be very surprised.

There were stories of looters in evacuated neighborhoods. CHP was patrolling for them. Not every evacuated home burned.
