For speed I regularly clock ~80 mbps down ~25 mbps up. This is pretty consistent (had a "slow" night on Sunday of ~60mbps when I checked).

Latency I haven't really paid much attention: I usually only check when it feels like something is wrong as a sanity check.

Clear was a horrible ISP.
