Actually I think the anandtech page says that the 65W part consumes 90W at full load? Or so I read their graphs on the power consumption part...

TDP is measured at base frequency; with boost it can consume much more. Yes, TDP is a strange measure, I just explained how different CPUs have the same TDP.
