There's two senses of "worse" that you could mean. If you mean "it is worse to be on the receiving end of the first than the second," then I think that's an accurate statement of my beliefs, but I don't think it's super relevant. The claim I'm making is "There is a worse outbreak of the first on Keybase than the second," which is a testable claim (that I might be wrong about!).
