Pretty much yes, as there aren't many ARM PCs. And even if it were, Apple would probably make the Macs incompatible.

Hackintosh works now because MACs are PCs with custom firmware. But that will change.

I guess when Apple switched to x86, they didn't have money for custom hardware and they relied on implementing PC specifications. Otherwise they would have done it incompatible from start.
