Rank positive impact of a pull request

I've heard of Trueskill and Elo, but any ideas on how to rank the positive impact of 1 pull request out of 2000 on a Github repository?

* merging the change makes the code base better

* Is easy to merge

* Approval

Metrics:

* is actually merged and not taking 2 years.

* Positive reactions

* Negative reactions

* Commit length

* ??? Body of the pr proposal

* The commiters

The idea is to look for prs that can be trivially resolved and for prs that can use more resources.

Define positive impact.
