How does rhel count these „up to 16 systems“? So if i am using 16 physical servers with at least two virtual vmware vms on each machine.

Is that setup still 16 systems or do they count the number of virtual machines?

No, I think they count every virtual machine/container.

Btw. I did not check, it's possible it's based on number of CPUs or smth.

Ok, I apologize, I wasn't sure about containers. It seems you don't count containers per se, but they have to run a base RHEL system.
