This is a lot of ink to spill for a small tweak to shading - and one that has been fairly common on and off over the years too.

This style was the go to tutorial when Photoshop first added bevel and emboss as a one-shot feature. And it was a common look even before that thanks to Kai's Power Tips: https://photoshopnews.com/2005/04/08/kais-power-tips/

Then we got sick of it and it went the same way as lens flare and animated gifs of dancing babies. A sign that someone was a noob and too unsophisticated to spot an overdone visual cliche.
