Aside from my main points I put in my comment, what are the main criteria for flagging a website? The way I see it is: 1. If it sells your information to third parties, 2. if it shares your information with ad campaigns without directly selling it Would you make any other criteria that users might want to be aware of?

We deliberated on the categories to include here and went with what we thought made the most sense and was the most clear in policies. A lot of policies don't make the distinction you describe =/
