California's electricity mix made EVs pretty good (especially with timed charging) but I believe you are right in general. A classic example is environmentalists who want sprawl over dense cities.

Another example is blocking permits for natural gas pipelines. This has resulted in increased coal plant usage.

Coal emits twice the CO2 per energy than natural gas does.

It also means throttling renewables because coal plants are usually less responsive and flexible.
