Apparently the current US problem (rural areas, stuck in a XX economy, unable or unwilling to compete in a XXI) is not so different from a past US problem (rural areas, stuck in a XIX economy, unable or unwilling to compete in a XX).

For what reasons would the XX solution not still be applicable in our XXI context?
