Will Corewell Health and/or Welltok be subject to HIPAA fines? Or no, since it was not "willful" or "knowledgable"?

I was personally impacted by this breach. Their delayed and unsympathetic response to this breech was irritating. I received a letter in the mail yesterday informing me that my PII and medical information had been leaked.
