To get the equivalent of this new Chrome policy, it'd have to require me to save the .deb file to a specific location, open Synaptic Package Manager, and click-and-drag the .deb file into the package manager to install it.

Hmmm ... that's actually a good idea for a tiny portion of the deployed Chrome users. Wrap the extension in a .deb package.
