If you look at the development of copyright law it started to protect the profits of businesses (the Statute of Queen Ann was, at leat in part, intended to compensate members of the Stationers' Company for loss of their monopoly), then maybe improved somewhat, but for the last few decades has been driven by big business lobbying.
