Presumably this will be built out in parts over many years. It's not like they throw down 100bn and POOF there's the full thing completed magically.

The amount of effort by some to make it exist is hard to imagine. I wouldn't bet against it. The problem is it will be destabilizing and you and everyone else will lose more than just their hands.
