I think you have a point, however a change of status for example (so from temporary to permanent) can require you leaving the country.
Also, the first paragraph of the article says it too:
"Immigrant visa applicants with interviews scheduled at U.S. embassies and consulates have been notified by email that their appointments are being postponed."
