Why are European citizens unable to put this to rest? Why aren't there mass protests against these totalitarian plans?

I believe it has to do with the influx of Muslim migrants and the instability it brings in European societies which could lead to civil war. Politicians realize they need more tools in their toolbox to put a lid on possible unrest, dissent, protests against immigration and upheaval.
