Who among those who fit that description would take the job?

All around the world, and certainly in developed countries, having power over other people is the biggest draw for joining the police.

This is of course also true in Europe. The reason European cops (usually) don’t just randomly kill people is that they (usually) can’t get away with it, not that they wouldn’t want to.

People join the police so they can rule over people, not so they can “serve” them.

There's one very simple thing you can do (works for teachers as well): pay people a lot more, and then be a lot more selective. The more you pay, the more selective you can be. "In it for the money" beats "in it for the power trip" hands down.

But jobs in the so-called security services always attract that kind of people. This doesn’t go away by paying more. You’ll just get smarter applicants who hide it better.
