The tool to debase those that are loyal to him: he makes them repeat lies and accept increasingly morally decrepit things, kind of like how a pimp operates. Even if they are "simply the actions of a decaying mind" they still should absolutely not be ignored. To the contrary, they should be paid close attention to, and appropriate actions should (but won't, sadly) be taken to rectify the situation.
