The problem with statements like this is, whose ethics should one be held against ?
The ethics of the majority population are usually more misses than hits. Ethics of the peers will perhaps be better but will still suffer from different kinds of prejudices (for ex. discovery above all else among scientists).
This leaves the ethics of self which most people should and will follow. The only thing anyone else can do is make sure people are held accountable for the consequences of their actions.
