Some engineers do work ethically within unethical companies, particularly defence companies. There are lots of people working out how best to fuck up the delivery and implementation of the latest and greatest killing machines and surveillance technologies. Skilled engineers can also skillfully make total lemons too. Some high profile projects that failed were pretty much sabotaged by the staff on ethical grounds.
This is not discussed outside of the organisations, nor is it discussed inside the organisations in detail but if something is designed to wage war, it might not get there in the end.
